Lawmakers are suggesting that stimulus check payments for certain households might be increased. Millions of residents in New York are guaranteed a $400 taxpayer relief check in the fall, but there is a new development in Albany through which the refund could be increased for certain families.
On July 5, 2025, U.S. officials are considering a proposal that would make the bigger upcoming stimulus checks, particularly for citizens with children and those who live in the high-cost locations.

What Was The Initial Program?
The plan initially was revealed by Governor Kathy Hochul in April and was aimed at giving back part of the surplus tax revenue to approximately 8.2 million families in the state. With more money available, it is now being discussed whether a classification approach might be more suitable.
This strategy change could mean that people with similar financial situations as those mentioned before will be the beneficiaries of these larger advances in the payments.
The system of the original $400 check program
The scheme right now is dependent on your tax return filed in 2023 with the State of New York and does not require any filing or paperwork. The state’s schedule for mailing checks that starts in October 2025 will last up to November 2025.
The way the payments from the original plan are structured
- Unmarried people who reported an income below $75,000: Up to $200
- Eligible couples who reported an income below $150,000: Up to $400
- Head of the household filers: Up to $350
- Should the income of the above-mentioned filers be higher, they still could possibly receive $150 to $200
The program is automated, and residents are encouraged to keep their mailing address up-to-date, especially if they recently moved. The address from the last submitted form will be used to send the payment.
What might change and why it matters
By the new plan, checks may come in the bigger form, for the families with children or those in regions where rent and groceries are significantly higher than the state average.
There are no new actual numbers from the authorities, but according to the initial announcements people could expect an approximate range of $50 to $150 to be dispensed to the qualified families. These new amounts, if greenlighted, would still be coming from the same pot of money — no additional taxes or applications are necessary.
If the new program is given the green light by the end of August, the checks in their increased denominations will be sent out on the scheduled date in early fall.
No taxes, no application, but double check your address
One certainty that families should have in mind is that such payment refunds are not to be declared as taxable income. After all, the families that meet the criteria are supposed to get it without filing a separate declaration form. However, keeping your tax records current — your address especially — is very important so as to avoid mail delays.
If you are a resident of New York and you have already filled out your 2023 return, you should not worry about receiving the check. However, the money you get could turn out to be more than you expected. Legislators’ move to consider an increase in the initial $400 is a good signal that families may get some additional assistance just in time before the loss of summer.
